CHED Memorandum Order No. 11, Series of 2025: Implementing Rules of ETEEAP
On May 19, 2025, the Commission on Higher Education (CHED) officially released Memorandum Order No. 11, Series of 2025, which provides the Implementing Rules and Regulations (IRR) of Republic Act No. 12124. This law institutionalizes the Expanded Tertiary Education Equivalency and Accreditation Program (ETEEAP) and ensures government support for its implementation.
The ETEEAP was originally established under Executive Order 330 in 1996 during the presidency of Fidel V. Ramos. With the passage of Republic Act No. 12124 and its new IRR, the program is now fully institutionalized, giving more Filipinos opportunities to earn their college degrees through recognition of prior learning and professional experience.

The first part of the memorandum focuses on General Provisions, which set the foundation for implementing the ETEEAP Act.
